Working hypothesis
Trust is produced by an institutional control system rather than by choosing either people or machines. Consequential decisions need explicit authority, preserved evidence, independent checks, escalation paths, and a clear point at which the organization accepts responsibility for the result.
What remains unresolved
- Which checks must remain independent from the system producing the recommendation?
- What evidence must survive when responsibility moves between a person, an agent, and an institution?
- Where should authority live when reasoning is delegated but accountability cannot be?
Why it matters
Organizations already rely on distributed human judgment that is difficult to inspect. Adding AI changes the speed and material of those decisions, but not the underlying need for governance, traceability, and meaningful intervention.
